INFORMATION ON THE ZHAMBYL REGION

Geopolitical position: Zhambyl oblast is located in the south-eastern part of Kazakhstan and borders on the South Kazakhstan and Almaty region (in the west and east), on the Karaganda region (in the north), on Kyrgyzstan (in the south).

Administrative divisions: The territory of the region is 144.3 thousand sq. km (5.3% of the country’s territory), which has 10 districts, 1 city of regional subordination – Taraz, 3 towns of regional subordination – Karatau, Zhanatas, Shu and 379 villages. The administrative center is the city of Taraz.

Population: Population is estimated over 1 million people, of which 61% live in rural areas. Population is represented by more than 90 nationalities and ethnic groups.

Natural and climatic conditions: The climate of the region is continental. In January the average temperature in the plains is -15 °C, in the foothills – 6-8 °C, in July +16 °C and +24/+ 25 °C respectively. Annual precipitation in the plains is up to 300 mm, in the foothills and mountains – from 500-700 to 1 000 mm. Growing period in the foothills and plains is 205-225 days.

Natural resources: The region is a unique base of phosphorite and fluorspar resources, it is rich in non-ferrous metals (copper, gold, silver, lead, zinc, etc.), barite, coal, facing, ornamental and technical stones, construction materials (asbestos, cement and expanded clay materials, gypsum, etc.), natural gas.     
In the region there are about 71.9% of balance reserves of phosphorite (the largest reserves in the CIS), 68% of fluorspar (one of the leading places in the world by reserves of fluorspar), 65.1% of quartzite, 8.8% of gold, 3% of copper, 0.7% of uranium. Stocks of fodder and technical salt make up to 10 million tons. There are the largest deposits of quartzite in the country, as well as titanium-magnetite deposits.

Transit potential: Considering the advantageous geographical location, the Zhambyl region has high transit potential due to the location of Kazakhstan in the heart of the Eurasian continent and passing traffic from the countries of Central Asia.
25 railway connections with 50 directions pass the territory of the region connecting it with all regions of Kazakhstan, Russia (7 railway connections), the Kyrgyz Republic (6 railway connections) and Uzbekistan (1 r/w connection).
Transit outlook for the region is increasing significantly in the light of the international railway project "TRACECA" and construction of the road corridor "Western Europe - Western China", which create favorable conditions for the formation of a powerful hub of international importance.
The volume of freight turnover for the period January – December 2012 amounted to 2,475 million ton-km and compared to the corresponding period in 2011 increased by 10.2%.

Economy: 
Zhambyl region today is a dynamically developing region with industrial-agricultural orientation. In 2011, the region's GRP growth was the highest among the regions of Kazakhstan and made up 12.4%.
In industry, the largest share belongs to the manufacturing sector, whose share of the total industrial production of the region is 75.98%, the share of electricity, gas, steam and air conditioning sectors is 15.90%, the share of mining industry - 7.20 %.
Foreign trade operations are carried out with partners from 47 countries. The main trade partners of Zhambyl region are: China, Canada, France, Kyrgyzstan, USA, Russia.
The volume of retail sales for the period totaled 719 million U.S. dollars and compared to 2011 increased by 16.1%. The volume of wholesale turnover for 2012 compared to the same period in 2011 increased by 11.8% and made up U.S. $ 980 million.
Investments in fixed assets in 2012 amounted to 997 million U.S. dollars, which made up 132.3% of those in 2011.
By end-uses, of the highest priority for investment were the sectors "industry", which accounted for 34.8% of the total investment and the "transport and storage" - 35.3%.

In the technological structure of investments into fixed capital the construction and repair of buildings and facilities had 76.3% of the total investment; machinery, equipment, tools and inventory - 21.7%, and other works and costs - 2%.
Industrial output in 2012 amounted to 1,349 million USD.

The main industrial sectors are mining (quarrying), manufacturing (chemical, food, metallurgical), construction industry (production of building materials and construction), which are represented by more than 300 large and medium-sized enterprises.


Chemical industry provides more than 70% of export of the regional companies and takes up to 40% of chemical production in Kazakhstan. The main enterprises of the chemical industry leader in Kazakhstan - JSC "Kazphosphate" are situated in the Zhambyl region.

Implementation of new large investment projects has been launched in the region: the project of "EuroChem" company (Russia) for the production of mineral fertilizers and the project "Special Economic Zone "Chemical Park "Taraz" realized by the "United Chemical Company" Ltd. of the holding "Samruk-Kazyna" (caustic soda, chlorine, phosphorus trichloride, glyphosate, etc.).




Agriculture

Natural and climatic conditions are favorable for growing crops, technical, melons, fodder, vegetables, and fruits. Availability of a large area of natural pastures (more than 3 million hectares) causes the development of cattle, sheep, and horse breeding.

As of January 1, 2013 the area of agricultural land used in the production of goods amounts to 4,078.9 thousand hectares, consisting of arable land which is 757.6 thousand ha, perennial plantings - 4.2 thousand ha, hayfields – 106.7 thousand hectares, pastures – 3,209.4 thousand hectares.

Crops and livestock take an equal share in the structure of regional agricultural products: 45% and 55% respectively (plant growing - 274 million USD, livestock - 344.7 million USD). Gross agricultural output for the year 2012 amounted to 621.3 million USD.

Livestock industry is characterized by a large and growing population of cattle, sheep, goats, horses, developed poultry farming. The number of cattle as of 01.01.2013 amounted to more than 300 thousand heads, of sheep and goats – 2,340 thousand heads, of pigs – more than 26 thousand, horses – up to 90,000 heads, birds – 1,168 thousand, camels – 5.4 thousand.

One of the priorities of agricultural development is support and development of manufacturing sector of agriculture, where the main focus will be on deep processing of raw materials for the production of products with high added value.

By taking advantage of the region location, advanced raw materials base, close proximity of major suppliers of agricultural raw materials (South Kazakhstan region, Kyrgyzstan, Uzbekistan), SEC "Taraz" is planning to build an industrial zone "Agro-processing logistics center "Taraz ", in which it is planned to place 20 companies of deep agricultural processing (production of baby food, juices, ketchup, milk products, meat products, canned products, flour, feed additives, etc.) and facilities that ensure high-tech storage, processing and preparation of agricultural products.

Mining complex is presented by enterprises for the extraction and processing of gold, barite ore, manganese ore and gas.

Light industry of the region consists mainly of wool and leather production, and goods made of them. At the same time, favorable conditions for the development of fine-fleeced sheep breeding, Karakul breeding and availability of state support for the industry allow to develop new productions of yarn and cloth, footwear products and leather accessories.

Food industry is one of the most promising sectors, due to the high concentration of feedstock production and processing capacities in suburban areas, ecologically pure products.

The region has great potential for the development of tourism, both internal and international. The Great Silk Road passed through it, on the path of which there are interesting historical and cultural monuments. 3 unique nature reserves are situated in the region. The total area of hunting grounds is 13.9 thousand hectares, which is home to over 40 species of animals.

Business is rapidly developing in the region: small and medium enterprises operate in all sectors of the economy. Sphere of trade and services holds a dominant position.

On 01/01/13 the number of small business enterprises registered in the area is 5,594; of legal entities 9,375; branches and representative offices – 1,845.

The number of registered state-owned legal units is 1,729 (18.4%), private – 7,563 (80.7%) and foreign - 83 (0.9%). 8,639 small businesses (92.1%), 658 (7.1%) medium and 78 (0.8%) large enterprises were registered.

Legal and regulatory framework of investment activity in Kazakhstan is improving, remaining stable in the main – in its well-defined focus on the support of business oriented to the investment of resources in various sectors of the economy.

The state is actively supporting investment initiatives, which include assistance in the allocation of land for the construction of new facilities, construction of industrial infrastructure by means of public funds, co-financing of investment projects, providing grants, preferences for investors (tax, customs benefits), etc.


PRIVILEGES AND PREFERENCES


Investment preferences

Investment preferences are provided in priority sectors of activity according to the list approved by the Government of the Republic of Kazakhstan dated May 8, 2003 № 436 *.

In accordance with the Law "On Investment" investor can receive:

  • exemption from customs duties for the import of equipment, hardware, raw materials and spare parts required for the implementation of the project;

  • government land grants: lands, buildings, facilities, machinery and equipment, computer equipment, measuring and control devices and equipment, vehicles, excluding cars, industrial and household equipment.

On all issues relating to granting investment preferences, you can contact the Investment Preferences Office of the Investment Committee of the Ministry of Industry and New Technologies of the Republic of Kazakhstan.


According to the Tax Code, the investor can receive:

  • tax benefits: cost of the objects of preferences and (or) further costs for modernization and reconstruction may be deductible for up to three years. The loss transfer term is 10 years.

Obtaining tax benefits does not require a contract.


Special regulations for the most important investment projects

The largest and foreground investment projects will get individual investment agreements providing special arrangements of state support:

  • tax incentives and preferences;

  • minimum long-term state order and order of the national companies;

  • other financial and non-financial incentives.

The decision on these support measures will be taken at the government level, it is necessary to apply to the Investment Committee of the Ministry of Industry and New Technologies of Kazakhstan.

Benefits for members of Special Economic Zones


Tax benefits for members of SEZ:

Ø reduction of estimated corporate income tax (CIT) by 100%;
Ø use of the coefficient 0 to the corresponding rates in the calculation of the land tax;
Ø use of the 0% rate to the average value of the objects of taxation in terms of property tax;
Ø imposition of value added tax (VAT) at the zero rate in case of selling goods in the territory of SEZ, completely consumed in the implementation of activities that meet the objectives of the creation of SEZ, according to the list of goods identified by the Government of the Republic of Kazakhstan;
Ø rate of 0 for the land lease for up to 10 years.

Within the SEZ:
Ø the “one-stop” principle is used in providing public services;
Ø the procedure of a free customs zone acts;
Ø lands are provided with infrastructure objects fully or partially by the budget;
Ø issuing permits to employ foreign labor is performed in a simplified manner.

Ø the participants of SEZ are provided with tax privileges.


Measures of state support for entities of
industrial-innovation activity


1) financing, including co-financing of projects, lease financing;
2) provision of warranties and guarantees on loans;
3) lending by financial institutions;
4) subsidize interest rates on loans granted by financial institutions, and the coupon rate on the bonds;
5) implementation of investments in share capital;
6) guaranteed order;
7) providing innovation grants;
8) providing qualified human resources;
9) provision of engineering and communication infrastructure;
10) provision of lands and mineral rights;
11) support in the domestic market;
12) attraction of foreign investment;
13) development and promotion of export of domestic processed goods and services.


Government support in the framework of the Program "Business Road Map 2020"

The Program involves state support for projects realization in the non-commodity sectors of the economy according to the priority directions.

State support measures:

1. subsidize the interest rate on bank loans for implementation of projects;
2. partial guarantee on bank loans, aimed at the implementation of projects;
3. development of production (industrial) infrastructure;

4. grant financing.


Subsidizing the interest rate on bank loans

Subsidizing the interest rate of the Bank is provided for new loans issued for the implementation of new investment projects as well as projects designed to modernize and expand production. The amount of loan(s) the interest rate of which is subsidized may not exceed KZT 3 billion for one borrower. Subsidy term ranges from 1 to 3 years with the possibility of further prolongation for up to 10 years.

The applicant must provide the involvement of his own funds in the implementation of the project (not less than 15% of the total cost of the project). Interest rate subsidy can only be carried out for bank loans with interest rate of no more than 14%, of which 7% by means of a program participant, and 7% - compensated by the state. Subsidizing can be also applied to loans with a variable interest rate, but in the case of excess of remuneration interest rate above the limit values ​​set out in the Program, operation of the Subsidy Treaty on the loan is terminated.


Guarantees for Bank loans

The warranty applies only to loans issued for new projects realization, as well as ongoing projects aimed at modernization and expansion of production. The amount of guaranteed loans can not exceed KZT 3 billion for one borrower. The amount of the guarantee can not exceed 50% of the loan amount.

Guaranteeing can not be applied to loans issued to finance working capital, except in cases when the funding of working capital is carried out within the credit for the purchase and/or improvement of fixed assets, but not more than 20% of the loan amount. The applicant must provide the involvement of his own funds in the implementation of the project (not less than 15% of the total cost of the project). Interest rate of the guaranteed loans can not be higher than 14%. Cost of the guarantee, which the Program Coordinator pays to the financial agent at the local level, is 20% of the guarantee amount.

Development of production (industrial) infrastructure

Development of production (industrial) infrastructure will include introduction of the lacking infrastructure and can be implemented for projects aimed at modernization and expansion of production facilities, both for specific projects individually and within the organization of industrial sites. Allocation of funds can be directed only to the construction and reconstruction of the following infrastructure: roads, sewerage, gasification, water lines, steam pipes, heating, water supply, railway siding, installation of telephones, electric substations, power lines.

Introduction of the missing infrastructure can be directed to several projects. The cost of construction (reconstruction) of the infrastructure shall not exceed 50% of the project cost in case of application of infrastructure to a single project.

Program of the development and export promotion "Export - 2020"

Objective of the program is to provide complex support for export oriented and existing enterprises-exporters of non-oil sector of the economy to increase the volume and geographic expansion of Kazakhstan products exports.

Implementation of this program is carried out in the following directions:


Reimbursement of costs for exporters

The following exporters’ expenses to be reimbursed:

  • Registration of products and trademark abroad;

  • Certification of products abroad;

  • Hold the establishment (office, warehouse, retail outlet) abroad, including rent and utilities;

  • Advertising of domestic products abroad;

  • Participation in international exhibitions (rent of exhibition space, making stands, registration fee, handouts);

  • Training abroad or attracting a foreign expert to Kazakhstan production.

Under this program, the exporter may receive compensation of one or more types of costs in the amount of 50% of the reasonable and documentary confirmed expenses, but not more than the agreed maximum amounts for each type of expenditure.


Service support for exporters

As part of service support, domestic enterprises are provided with the following services:
 
- Marketing and analytical support on export markets;
 
- Provision of trade information about the market conditions of the importing country;
 
- Training entrepreneurs on export activity issues;
 
- Informing the foreign buyers of Kazakhstan products;
 
- Organization and conducting presentations on promotion of trademarks of Kazakhstan producers;
 
- The formation of trade and economic missions, forums, both in Kazakhstan and abroad;
 
- Search for potential buyers of Kazakhstan products.


Financing of trade export transactions

State support within the financing of trade export operations is as follows:
- providing a post-export financing;
- insurance of commercial and political risks on performance of obligations by the parties of foreign economic contract.




INVESTMENT PROJECTS OF THE ZHAMBYL REGION REQUIRING INVESTMENT

Agro-processing logistics center "Taraz"

The purpose of the project: creation of an industrial zone on the territory of which will be up to 20 enterprises for processing of agricultural raw materials and the production of export-oriented products with high added value
Project capacity: 571.5 thousand tons per year
Market: Kazakhstan, Russia, Belarus, Central Asia, the European Union
Initiator of the project: Akimat of Zhambyl region together with JSC "NC "SEC "Taraz"
Total project cost: U.S.$ 488 million
Participation of the initiator: construction of infrastructure – U.S.$ 98 million
Investments required:

  • bank loans - U.S.$ 214 million;

  • private investment - U.S.$ 176 million.

Target investment direction: creation of agro-processing plants on the territory of APLC "Taraz"
Current Project Status: Pre-feasibility study and pre-design estimate documentation have been worked out. The land plot for the construction of the project has been allocated. Investors are being searched for.
Project location: Zhambyl oblast, Zhambyl district, village Sholdala. The total area - 370 hectares.
Infrastructure and resources:

  • 16,494 agro formations of Zhambyl region, 653,157 tons of fruits and vegetables a year, 64% of all planned deliveries to APLC "Taraz";

  • the main suppliers of agricultural raw materials are located within 250 km. in Zhambyl and South Kazakhstan oblasts of Kazakhstan, Talas region of Kyrgyzstan and the Ferghana region of Uzbekistan.


The special economic zone "Chemical Park"Taraz"


The purpose of the project: creation of a special economic zone in the territory of which will be located more than 15 processing plants for processing of local raw materials and production of export-oriented chemical products with high added value

Project capacity:

  • 25 units of chemical production, including 8 innovative

  • total production capacity of more than 2 million tons / year

Market: Kazakhstan, the CIS and other foreign countries

Initiator of the project: LLP "United Chemical Company" (100% of shares in JSC "National Welfare Fund" Samruk-Kazyna ")

Total project cost: 2,687 million U.S. dollars

Participation of the initiator:

  • building of special economic zones infrastructure - 107 million U.S. dollars

  • share participation in projects on the territory of SEZ

Investments required: 2,430 million U.S. dollars

Target investment direction: creation of enterprises in the special economic zone

Tax and customs incentives: exemption from corporate tax, income tax, land tax, property tax, customs duties on exports and imports, simplified registration of export-import transactions. The period of eligibility - 25 years
The current status of the project: feasibility study of SEZ project has been worked out, draft decree on the establishment of a Special Economic Zone "Chemical Park"Taraz" has been sent for approval to the Government of the Republic of Kazakhstan. A memorandum was signed with the management company (Singapore), negotiations are being held with potential participants of SEZ, as well as arranging the financing of construction works of SEZ external infrastructure, funding four industries in the territory of SEZ by the initiator in the amount of U.S.$ 150 million (project estimate documentation of projects are being developed)

Reconstruction and expansion of thermal power station TPS-4

Aim of the project: reconstruction of generating capacity and ancillary facilities to enhance the efficiency of the company

  • annual electricity output - 765 million kW/h

  • annual heat output - 623 thousand Gcal

Transport and logistics center
based on the international airport "Aulie-Ata"


The aim of the project: creation of a transport-logistics center based on the international airport "Aulie-Ata" in Taraz

  • passengers – 200-250 people / hour

Production of pigment titanium dioxide
based on the Tymlay deposit ores


The aim of the project: creation of a new for the Republic of Kazakhstan export-oriented production of titanium dioxide and silicon dioxide as the completion of the product line of deep processing of complex titanium-magnetite ores of the Tymlay deposit in the Zhambyl region.
Project capacity: 10,000 tons / year of titanium dioxide and 10,000 tons / year of silicon dioxide.

Plant for the production of chemical products
